A merchant is an entity that generates bills for goods / services and wants to collect payments via the UPI gateway; this entity is called a merchant by the National Payments Corporation of India.

The National Payments Corporation of India, or NPCI, developed the UPI gateway and provides settlement services to banks (for transactions made through the UPI gateway). Payments to merchant accounts can then be settled by banks.
